Most comparisons of these two are written for people choosing between them. Most readers are not choosing - they have no dryer hookup, no vent and no 240 V outlet, and the real comparison is against a laundromat. Both cases are below.

The deciding factor is not cost, it is installation
The per-load difference between a 270 W rack and a dryer is about 21 cents. Over three loads a week that is roughly $33 a year. Nobody rearranges their laundry around $33 a year.
What actually decides this is whether you can install a dryer at all. A vented electric dryer needs a 240 V circuit and an exterior vent run. In most rented apartments one or both is simply absent, and no amount of arithmetic changes that.
Against a laundromat, which is the real comparison
A laundromat dryer cycle commonly runs two to four dollars. Against 25 cents on a heated rack, three loads a week is somewhere between $300 and $600 a year saved. That is a number that changes behavior, and it is the reason heated racks sell.

The two things a dryer does that a rack cannot
- It removes the moisture from your home. A vented dryer sends several pints of water outside. A heated rack puts all of it into your room, which in a small apartment in winter is a real problem - see indoor humidity and condensation.
- It softens fabric mechanically. Tumbling breaks up the stiffness that air-dried cotton develops. A rack cannot do that; there are other ways, in air-drying without stiffness.
Choose by scenario
- No dryer hookup, currently using a laundromat - heated rack. It pays for itself in a few months.
- Dryer at home, thinking about running costs - keep the dryer. $33 a year is not worth five hours a load.
- Dryer at home, drying delicates and wool - a rack, but an unpowered one plus a flat mesh dryer.
- Small damp apartment, drying indoors already - a dehumidifier before a heated rack. It solves both problems at once.

270 W is a published, checkable number, and it is the reason this is the top pick. Everything else in the compact class publishes a temperature range instead, which cannot be turned into money.
At the current US average rate a 270 W rack costs about 5 cents an hour to run. Five hours is roughly 25 cents - less than a fifth of what the same load costs in a tumble dryer.
The 2 inch folded thickness is the other reason it suits an apartment: it goes behind a door, which a rigid heated tower does not.
SHARNDY publishes no load capacity. The frame is aluminum and light; treat it as a shirts-and-underwear rack rather than a bedding rack.

The cover is what changes the physics. Trapping warm air around the garments is why this dries a load in hours rather than most of a day, and it is also why it does not simply dump that moisture into your room.
1300 W is nearly five times the SHARNDY's draw. At the US average rate that is about 24 cents an hour, so a three-hour cycle costs roughly 72 cents - still less than a tumble-dryer load, but no longer trivial.
