How to dry clothes indoors in winter
Cold air holds less moisture and the windows are shut. That combination is what makes January laundry take two days.

In summer, indoor drying is easy - open a window and it takes care of itself. In winter, both of the things that make it work go away at the same time, which is why the same rack in the same apartment behaves completely differently in January.
The two things that change
Cold air holds much less water
The amount of water air can hold falls steeply as it cools. Cold air reaches saturation with far less moisture in it, so an unheated room fills up quickly and then stops accepting more, which is when drying stalls.
The windows are shut
In summer the moisture leaves through an open window. In winter nobody opens a window for eight hours, so the same two to five pints per load stay in the house and find the coldest surface available.

Why a dehumidifier is the winter answer
It is the only option that removes the water from the house rather than relocating it. In a closed heated room it keeps the air unsaturated so evaporation continues, it stops condensation forming on cold windows and exterior walls, and it does both for about 23 cents a load.
There is one real limitation. Compressor dehumidifiers lose capacity as the room gets colder, and below roughly 60 F many slow down substantially. In a heated room that is not an issue; in an unheated garage or porch it is.
Radiators: useful, with a caveat
Drying over a radiator uses heat you are already paying for and it works well. The caveat is that a radiator covered in wet laundry is a radiator that is heating your laundry instead of your room, so the heating system runs longer to reach the same temperature.
A railing rack that clamps onto a radiator keeps the garments near the heat without draping them directly across the whole surface, which is a better compromise - see balcony drying racks, which fit radiators with the same brackets.
The condensation problem
This is the one to take seriously. Repeatedly adding several pints of water to a closed home in winter puts moisture onto the coldest surfaces - single-glazed windows, window reveals, external corners and behind furniture on outside walls. Persistent condensation on those surfaces is a mold risk, and mold in a rental is a dispute nobody wants.
A winter routine that works
- Wash in the morning, so the load has the whole heated day to dry.
- Spin twice. In winter this matters more than ever - it is water that never enters the room.
- Dry in the warmest room you are already heating, not a spare cold one.
- Run a dehumidifier in that room with the door closed.
- Do not open the window all day. Cooling the room slows drying more than the ventilation helps.
- Take it down as soon as it is dry, so the humidity stops.

270 W is a published, checkable number, and it is the reason this is the top pick. Everything else in the compact class publishes a temperature range instead, which cannot be turned into money.
At the current US average rate a 270 W rack costs about 5 cents an hour to run. Five hours is roughly 25 cents - less than a fifth of what the same load costs in a tumble dryer.
The 2 inch folded thickness is the other reason it suits an apartment: it goes behind a door, which a rigid heated tower does not.
SHARNDY publishes no load capacity. The frame is aluminum and light; treat it as a shirts-and-underwear rack rather than a bedding rack.

A dehumidifier does not blow air at your laundry; it removes the water your laundry has just put into the room. That is why it dries a closed room full of washing and a fan does not.
158 W is the number to compare against a heated rack. Running it for eight hours costs about 23 cents at the current US average rate - roughly what a 270 W heated rack costs for five.
38 dB is quiet enough to sleep through, which matters because the natural way to use one is overnight in a closed room with the rack.

2100 cfm at 100 W is the specification that matters. Air movement is the single biggest lever on indoor drying time, and this delivers the most of it per watt of anything here.
One hundred watts for four hours is about 7 cents at the current US average rate. Running a fan alongside an unheated rack is close to the cheapest intervention available.
The three-hour timer means you can start it when you hang the load and not think about it, which is how it ends up actually getting used.
It is a floor blower, so it is directional. Aim it along the length of the rack, not at one garment.
