Apartment laundry without a dryer

A small rented apartment adds three constraints on top of ordinary indoor drying: there is no floor to spare, you probably cannot drill, and the humidity from a load is a much larger fraction of a small room's air than of a house's.
The setup
- A compact tiered rack as the base. About two square feet of floor, 16 linear feet of line, folds to a few inches. See drying racks for small apartments.
- An over-the-door rack for shirts, which takes the pressure off the floor rack and needs no fixings. See over-the-door drying racks.
- Clip hangers for socks, underwear and bras, which otherwise consume bar length out of all proportion.
- The shower rod for the first hour, while everything drips.
- A dehumidifier if the apartment is shut up in winter. This is the one that also fixes the walls.
Together that is a full washer load, in a studio, with no holes in anything.

The winter problem
In a studio in January, two to five pints of water per load goes into a small volume of air with every window shut. It condenses on the coldest surface available - usually a window or an exterior wall - and repeated condensation on a cold surface is how mold appears around window frames.
This is the single most important thing to get right in a small apartment, and it is the reason a dehumidifier is often a better first purchase than a heated rack: it dries the laundry and prevents the condensation at once. The full explanation is on indoor humidity and condensation.
Spinning is more important here than anywhere
Every ounce of water removed by the machine is an ounce that does not go into your studio's air. A second spin cycle is free and it reduces both the drying time and the humidity load. A dedicated spin dryer at 3200 RPM goes considerably further, which in a small apartment is worth the space it takes - see spin dryers.

Two square feet of floor is roughly a bath mat. That is the entire footprint, and it still takes 16 feet of line, because the tiers go up rather than out.
The 4.3 inch folded depth is the number that matters in a rental. That fits behind a door or between a washer and a wall, which a gullwing rack folded to 8 or 10 inches does not.
The trade-off is bar length. Eleven short bars suit shirts, underwear and socks; a bath towel hung full-width will drape over two tiers and slow both of them down.

No tools, no holes, no landlord conversation. That is the entire proposition and it is a good one.
11 lb is the honest constraint. A door rack transfers everything to two hooks on a door edge, and 11 lb is roughly a load of shirts or one wet bath towel - not both.
It projects 7.5 inches, so the door still opens and closes with laundry on it, which the deeper over-door racks do not manage.

A washing machine's spin cycle leaves clothes holding a lot of water. A dedicated spin dryer at 3200 RPM removes much more of it mechanically, and mechanical water removal is far cheaper than evaporating the same water with heat.
The practical effect is on the clock, not the bill: laundry that goes onto the rack already damp rather than wet finishes hours earlier.

A dehumidifier does not blow air at your laundry; it removes the water your laundry has just put into the room. That is why it dries a closed room full of washing and a fan does not.
158 W is the number to compare against a heated rack. Running it for eight hours costs about 23 cents at the current US average rate - roughly what a 270 W heated rack costs for five.
38 dB is quiet enough to sleep through, which matters because the natural way to use one is overnight in a closed room with the rack.
This is a compressor unit, not a thermoelectric one, which is why it can pull 28 pints where the small desktop units manage a fraction of that.
